Costco has entered a partnership with SCAN Health Plan, a nonprofit organization focused on healthcare for older adults, to launch Medicare offerings that may include a pharmacy experience, Medflex over-the-counter benefits, vision, audiology and more. The launch of these offerings remains subject to regulatory review and approval by the Medicare agency, the organization announced Tuesday. The companies plan to start by selling Medicare Advantage products in two states and a Medicare supplement in a third state, according to reports. However, the companies declined to disclose specific locations or timing due to the pending approval process, maintaining discretion while regulatory authorities conduct their review. Costco CEO Ron Vachris described the partnership as an extension of the retailer’s commitment to delivering value on essential goods and expanding its health service offerings. The collaboration aims to create a better healthcare experience for seniors while leveraging both organizations’ reputations for quality and service. “We have developed a shared understanding of what matters most to the seniors we serve,” Vachris said. “Deepening our partnership allows us to build on that foundation and create value for our members.” Strong Membership Base Positions Costco for Healthcare Expansion Costco reported in May that during the quarter ended May 10, its paid memberships grew 4.1% to reach 82.9 million members. This substantial membership base provides a significant potential customer pool for the new healthcare offerings, as the retailer expands beyond traditional retail into health services. SCAN Group’s SCAN Health Plan currently serves nearly 460,000 members across 33 counties in six states, including Arizona, California, Nevada, New Mexico, Texas and Washington. Together with its other services and entities, including Independence at Home, Healthcare in Action, Welcome Health and myPlace Health, SCAN serves approximately 500,000 members and patients. The partnership brings together Costco’s retail reach and trusted brand with SCAN’s specialized expertise in senior healthcare, creating a potentially powerful combination in the Medicare market. Both organizations emphasize their shared focus on delivering quality and value to older adults navigating increasingly complex healthcare systems. Addressing Growing Healthcare Financial Pressures “Older adults want healthcare that is easier to navigate, more responsive to their needs and rooted in organizations they trust,” Dr. Sachin H. Jain, CEO of SCAN Group and SCAN Health Plan, said. “Our expanded partnership with Costco will give us a strong foundation to explore new ways to help people stay healthy and independent while delivering the quality, value and service both of our organizations are known for.” The partnership comes as healthcare pressures compound for consumers across generations, with particular challenges for seniors living on fixed or semi-fixed incomes. Among baby boomers and seniors, 14% of consumers indicated that healthcare and wellness expenses cause financial stress, according to recent PYMNTS Intelligence research. For older consumers managing routine healthcare costs on limited budgets, the promise of value-oriented options through a trusted retailer like Costco may provide meaningful relief. The retailer’s reputation for competitive pricing and quality products could translate effectively into the healthcare space, potentially making Medicare coverage more accessible and affordable. Broader Retail Healthcare Trends The Costco-SCAN partnership reflects a broader trend of traditional retailers expanding into healthcare services as they seek to meet evolving consumer needs and diversify revenue streams. Retailers increasingly recognize that healthcare represents both a significant consumer need and a business opportunity, particularly as demographic shifts drive demand for senior-focused services. The move also aligns with Costco’s strategy of deepening member relationships through expanded service offerings beyond traditional retail products. By providing healthcare solutions directly to its membership base, the retailer strengthens member loyalty while addressing practical needs that impact quality of life for older adults. Consumer financial data underscores the urgency of affordable healthcare options, as economic pressures continue mounting across demographics. Recent research shows that two-thirds of consumers lived paycheck to paycheck in July, while 26% struggled to pay their bills. Approximately 80% of households blamed necessities for pressure on their budgets, highlighting the critical role of healthcare costs in household financial stress. Regulatory Approval Process and Timeline The partnership’s offerings remain contingent upon regulatory approval from Medicare authorities, a process that typically involves detailed review of plan structures, pricing, coverage details and organizational capabilities. Both companies expressed confidence in their ability to meet regulatory requirements while acknowledging that approval timing remains uncertain. The phased approach-starting with Medicare Advantage products in two states and a Medicare supplement in a third-suggests a measured rollout strategy that could minimize risk while establishing proof of concept. If successful, the partnership could expand to additional states and offer broader service options over time. The collaboration between a major retailer and a specialized healthcare plan provider represents an innovative approach to addressing senior healthcare needs, combining retail convenience and brand trust with healthcare expertise and Medicare specialization. As regulatory review proceeds, the partnership could potentially reshape how seniors access and experience Medicare coverage, particularly if the model proves successful and expands to additional markets.
